Premiere elements Projects not showing in organiser

I am new to Premiere Elements (2020), just upgraded from just Photoshop elements to be able to edit video. I'm probably missing something but I cant seem to get Video Projects to show in Organiser, the video files themselves show up but not any Projects. Have tried opening directly from organiser (get unsupported file type error for .prel file) and have also tried "Inport in Bulk" option but it just ignores the files. I do have View, Media types, Projects selected.

 

Is this a bug or something I am missing?

The "prel" project files will not be cataloged in the Organizer.  They are not visible image files.  Finished output from a project, like an MP4 file, can be cataloged.

What happens if you move to a new computer, or backup/restore the catalog (such as when upgrading).  Will the .prel files "magically" know where the underlying media files got moved to?

No.  The .prel files have a map of where the media is when you are creating the project.  You can't move the files when you are building the project.   If you move them and want to work on them, they should be put back in the same folder structure as the original project.   If not, there is a tool to reclocate them if necessary.

What tool?  I know about having Organizer find missing files, but have not seen anything to find missing files in a project.
