Previous and Next Clip buttons on keyboard

Has anyone else had difficulty navigating on the timeline between clips?  

I'm working on a MacBook Pro (2010) in Premiere Elements 2020.  The arrow keys won't move the play-head forward or backward to the next or previous clip.  Neither will COMMAND + ARROW key.  I tried creating my own keyboard shortcut but to no avail.

I don't know what I'm doing wrong.

If anyone could help, I'd appreciate it.  Thanks!

Premiere Elements has default keyboard shortcuts for step back and step forward. I believe this is something you're looking for.
