Purchased Adobe Premiere Elements 2019 But won't Download

I have purchased Adobe Premiere Elements 2019, But it won't Download on my Mac. I have taken the necessary steps to update, install creative cloud, I have sufficient storage and I have spoken with support over the phone who sent me a link to download a version of Premiere Elements 2019 that still WON'T work on my MAC. Since I have already purchased the software am I able to just get Premiere Elements 2019 as I know that will for sure work?

Premiere Elements has nothing to do with the Creative Cloud, so I'm not sure if there was any value in installing it.

Here's a link to the download. It should activate with the serial number you've received.
