"Elements Creation Notification 2020" application

Hi

I have a "Elements Creation Notification 2020" in my Windows 10 start menu.

Running it doesn't appear to do anything much - can somebody please explain what this is?

Do you have Premiere Elements 2020 installed on your computer or did this come out of nowhere?
