since win 10 update 1709, can not start premier elements 15 anymore

since win 10 update 1709, I can not start premier elements 15 anymore.

With help von Adobe we could fix the "msvcr120.dll", but wenn I changed back

to my User account it was the same again, also with the admin account.

In the mean time iI diabeled all "Defender" options, no change.

I also changed the User authorities on the "msvcr120.dll", no change.

Funny eneugh, the Photoshop elements 15 works fine.

I will try a new install now.

The reinstallation went without errors, but I still got the same Problem.

After hours of ... i started up to focus on the Defender.

Finally: Control for antivirus > Controlled access of Folders > Apps pass trough protected folders enable > add permittet apps = (enter root directory of) PremiereElementsEditor.exe and Adobe Premiere Elements 15.exe

My conclusion is: WINDOWS 10 is an OTHER NIGHTMARE !!!!!!

I understand how frustrating it can be.  But, my experience is the opposite.
