Sound effects in "add audio" -- many missing

I have Adobe Premiere Elements 020 (up to date).  I am trying to use ‘Add audio to the soundtrack’ (which looks useful) but not all the sound effects are there.  Specifically Sound Effects – Foley.  They are listed alphabetically and the furthest it goes is ‘Clunky Rattle Scrape’.  I’m looking for Steps or Footsteps.  What should I be doing?

Assuming you're on Windows 10, enable Show All Files and go to C:/ProgramData/Adobe/Premiere Elements/18.0/Sound Effects/All_Lang. Are all 13 categories listed?

(Actually: C:\ProgramData\Adobe\Premiere Elements\18.0\*Online*\Sound Effects\All_Lang)

(Great to know where these are.)

Then I see in ‘Foley’ the same 30 items, up to ‘Clunky Rattle Scrape’.
