Synchronize background music from clip with soundtrack

I've a short video clip with radio music in the background.
I want to add the full track, that I have as mp3, to extend the playing over the next clips in the timeline.

Is there a simple way or mechanism to synchronize the full music track in soundtrack with the background music in the video to prevent annoying echos?

Nothing is built into Premiere Elements for audio synchronization.   There is a technique that should work for you using the (free) program Audacity.    This YouTube explains it well.
