Tagging scenes in Videos

Hi ! I would like to know if it is possible to tag scenes inside a video with keywords and whether they are searchable. Similar to this example; https://www.youtube.com/watch?v=7YcLfCq_iG4&t=359s , the specific topic starts at 2:03. If not on this one, is it available on other Adobe products ?

I watched a few seconds of the video.  Premiere Elements does not have a way to assign key words to selections within a clip. 

Premiere Elements comes with Organizer that is a full featured cataloging system for both Premiere Elements and Photoshop Elements.   Other common Adobe software such as Lightroom and Bridge use keywords and work with video clips as well as still image file.  These will only assign keywords to full clips, not selections within a clip.

I don't know what might be done within Premiere Pro CC.  You might post a question there.
