Text pop-in effects while narrating

I'm interested in having text pop in when narrating. Can this be done in Premiere Elements?

Here is an example of what I'm looking for but this is for Premiere Pro.

While the procedure is slightly different, you can do that in Premiere Elements.

Jose,

The method will be using the Title tools.  You'll just be using lots of them.  Look online for Premiere Elements Title tutorials.
