Timeline not able to play with Premiere Elements 2019?

So I built a new computer to do some video editing.

My specs are:

AMD MSI B450 Motherboard
16 GB Ram DDR 4, 3000MZ
Gigabyte RX 570 4GB
AMD Ryzen 5 2600 6-core 3.4GHZ

Should be compatible with the program.

I downloaded Elements, signed into my account and punched in the serial number I was given.

Everything looks good.

I take a video we shot in RAW, which is a .MOV file.

I am able to load the video into the organizer, and I'm able to load the video into the timeline to edit the film.

But when I click play (or the space bar) nothing happens. The video does not play back.

I can physically use my mouse to drag the timeline cursor over the video and it shows the video frame-per-frame so it's clearly able to recognize the video but when I go to hit play to let the timeline actually run it's course the cursor wont budge. I click play on the player right below the preview video. I've tried hitting the space bar.

I went back and updated my drivers, and I uninstalled and redownloaded Elements directly from the E-mail prompt I received from my purchase. Still the same issue.

What could be going on that's causing this and how do I fix it? I'm on a deadline and my boss is pretty upset that this is an issue when we're supposed to be doing an edit right about now.

Please help!

Sorry about the deadline. 

Not sure what "RAW" video is or where it comes from.  That may be above the Premiere Elements pay grade.  That might require Premiere Pro.  Elements does not cover as many of the "pro" codecs as does Pro.

Can you cut and paste a "Tree" view from the (free) Mediainfo program.  It will show the codecs and other details inside the MOV file.

I went and tried to change the .MOV into a quicktime media .MOV as directed online, just to see if that would work.

It did not. So maybe I'm doing something wrong?

I don't see anything wrong with the footage. 

Two things that come up on this forum are video driver compatibility and a preference choice.

First, try changing the check box in Preferences > General for "Hardware Acceleration".

The second thing is a little harder.  The driver for the graphics card can be too new or too old.  If you can check for an update.  If it is current try a rollback a few versions. 

Since you are using a current 2019 version, you have the option of initiating a "chat" session with customer support.   They can run you computer remotely.  Contact Customer Care
