Upgrading to Photoshop Elements 2020 & Premiere Elements 2020

does anyone know if you can upgrade from Ps Elements 14 and Pr Elements 14 to 2020?

Yes. Upgrades are not actually upgrades to the software. You get the entire program or programs but at a special "upgrade" cost.

If you are not in a hurry, there are periodic sales where the sale price is less than any upgrade price.   Further, it is September and, if Adobe is true to past habits, there will be a new version in a few weeks.  A "holiday" sale will probably follow.

The OP should not assume that projects that are created with Premier Elements 14 can be opened & worked on by later versions such as 2020 etc.

Lucky enough I haven't created that impressing projects with Elements. But still , they cannot be opened with 2020?
