VOB import has black smudges

Converting VHS to digital. I create VOB with Sony DVD convertor then import VOB to Premiere elements. VOB imported file has blacken smudges (see attached photo). Running fix and rendering does NOT solve the problem.  PC is HP Pavilion with i7 processor and 16 GB RAM. Video card is NVIDIA GTX GeForce 1050 ti with 1 GB vRAM. Playback of original VOB file with VLC player shows not problem with original video file.

Any assistance appreciated.

Could be the color signal in the file is to weak.
