The clickable area of a numeric field within the Effects control panel seems to have shrunk, you need to hiy the center of any field with absolute precision to be able to type in the values you prefer. I find typing values affords you better precision than dragging.
This seems to happen in many panels, not just in Effects control or the field I highlighted.
