This problem began when the frame substitution problem was fixed. On both my desktop editing systems I get video glitches on my video playback and they are also exported. When I take the same project to my laptop, running the same version of Premiere, there are no glitches.
All the hardware in my desktops are approved by Adobe, drivers and software all updated.
