Scale to frame does no working

scale to frame not working anymore if you drag a cliup into timeline. Pressing insert or overwrite it does work, me believes.

also fit to frame not working - I'm talking about the preference setting, that handles that automativally, when you push a clip into you timeline (4K to 1080 ie)
