Sending to Media Encoder makes the panels on second monitor disappear

In the latest couple updates, whenever I send a Pr project to Media Encoder, all the panels on my second screen just disappear. My current workaround is to save the workspace, send to ME, then Reset to Saved Layout (Win 10, Pr 23.5 B24)

It's not only when sending to ME, the panels on the second monitor also disappear when exporting media from within PPro (win 10, 23.5 B31)
