Premiere Pro 23.1.0 (Build 86) macOS Ventura 13.2.1 (22D68)

Hot keys are not working in any window thats not the main premiere window. Even basic ones like space bar for play back. I don't know how to explain the problem more plainly. I haven't found any solutions online and its incredibly frustrating because I work in two moniters.
