If the Text panel is targeting a source clip in the Source Monitor, you won't be able to delete pauses. Instead you can drag the clip into a sequence, and then the Text panel is targeting that sequence and should let you delete the pauses.
I filed bugs on this when first introduced and could not understand why it would not work. Eventually I realized that it was, in fact, working as intended: these text-based editing bulk deletes are deleting video, audio, and transcript from a SEQUENCE not from the SOURCE clip, because it should not be destructive to the original source clip.
A workaround is to put the source clip in a sequence, make the changes, then nest that sequence where you want it. But for most workflows, the function as designed works fine.
