It looks like you have an outpoint set with or without an inpoint (under the menu)

I don't follow. I am simply trying to duplicate a timeline. This has never been an issue before.

There has been nothing selected, so you cannot duplicate.

I am right-clicking on a sequence to duplicate it and its greyed out. This has never been an issue before.

Where was that info in the original post? Not everything is greyed out, I see several available menu options. Explain what's happening if we are to help you.

You're in a Search Bin, go into the project panel and those options will be back.
