Export: Unable to delete the system encoding presets in the new preset manager

It looks like the delete button only works on custom presets. there should be a way to ignore all system presets, I've never in my life asked for these things to default to Adobe DCI 4k for my prores, but they still do.

This is still under construction, but the goal is to allow users to populate the Preset menu with whatever presets they use most often, be it a system default preset that we provide, or your own set of custom presets. You should be able to unfavorite the ones you don't want in the Preset menu and favorite the ones you do.
