Thank you for reporting this issue.
There have been recent changes around the handling of expired trail accounts, where the service now enforces a shorter grace period (in line with the desktop clients). Can you help us which license type you are currently using, to investigate this more? (Trail / Creative Cloud All Apps / Premiere Pro single app)
Best regards, Alexander

There are cases where your login in the Creative Cloud Desktop App expires and requires you to log-out and back in again. This should fix connection problems to all cloud based services.
Please let us know if this fixed the error message.
Best regards,
Alexander

I tried signing out and back into Creative Cloud, but it didn't fix it for me.

I am on All Apps by the way. And I was an early adopter in the transcription service (which I suspect is the issue).
