Not limiting video levels correctly

Steps to reproduce:
1. use video limiter effect

or

2. use video limiter in export setting
 
Result:

Video appears to limit when using filter in timeline, but does NOT limit levels in rendered video.  Peaks not limited.  Blacks not limited
Expected: Levels in previous versions of Premiere DO clip properly.
 
System info
    Application: Premiere Pro (Beta) v14.4.0.11
    OS: macOS v10.15.5, RAM: 16.00 GB, CPUs (logical): 4

What format/codec for the export?

 

In the Export dialog limiter, what settings were you using for Clip level and Compress before Clipping?

 

I can't replicate here on a Win10 laptop or desktop ... trying to puzzle this out.
