Steps to reproduce:

Result: ... transcribe button is grayed out. Warning states I am unable to connect to cloud service.
Expected: ... active transcribe button
I changed my Adobe account email address for account log-in this morning. Could that be affecting my cloud connection issue within premiere beta?
System info
Application: Premiere Pro (Beta) v15.3.0.7
OS: Windows v10.0.18363, RAM: 127.71 GB, CPUs (logical): 24

I'm having the same problem so it's nice to know I'm not alone. I recently switched to a different account as well from my own that was part of beta to a corporate account. However, I believe the transcription capability is now generally available. I'm experiencing the same connectivity message as you in 15.1.48 for mac.
