Creating captions

I just updated to beta 15.4.0 (build 19) and after creating the transcripts...I click on create captions and it doesn't work.  It gives me the progress bar but it just sits there.

Happened at Build 17. All good again at Build 20. Today's build is 21.

I don't see build 20 in my creative cloud?  how do I get it?
