So if you bring in an already existing directory workflow into productions or you convert an already existing directory structor to a production. It brings in all the folders but you can't see any of the files. You can only see adobe premier files. But then if you decied ok lets just keep the premeir projects directory but get rid of the others you cant just remove a folder from productions and have it leave the sytem folder alone. It either all meeds to be there (i.e all the files and everything like it would be in bridge) or you need to be able to not have empty folders or folders without premeir projects in them not show up or atlease just remove stuff from productions without effecting the systems files.

Correct! Productions manage projects, not media.
Premiere Pro goes to great lengths to avoid unintentional deletion of user's files; we won't delete non-empty directories, and (as you point out) we move projects to a /Trash folder, for the user's consideration.

We recommend using Productions for projects, not media. That would allow Productions to fully manage the folders contained within the Production directory.

So ... it would be accurate to say to someone ... ?
Use the top-level Productions mechanism only for including Projects inside that Production folder.
Create all projects as separate (if included) items within a Productions "folder".
