v14.3.2.3 Beta playback freezes, cannot quit without Task Manager

Steps to reproduce:
1. Run the beta program.

2. Start editing.

3. Start playback of video. Speed it up using L key.

Result: Video playback freezes, although audio continues. Requires quitting to fix. But cannot quit without a force-quit or using the Win10 Task Manager; the program monitor window closes but nothing else will close.
Expected: Well, not freezing and not requiring a quit and not needing to use Task Manager to exit.
 
System info
    Application: Premiere Pro (Beta) v14.3.2.3
    OS: Windows v10.0.18363, RAM: 31.95 GB, CPUs (logical): 16

  1. Do you see disk and processor usage while it’s frozen? Any change when clearing the Media Cache? If it’s long GOP footage it might be the FramePrefetchLatency bug
