Audio Channels Greyed Out

When I right click an audio file on my timeline, the Audio Channels button is greyed out. It was working until yesterday, so I don't know what I did wrong.

 

Interestingly, when I reset my Premiere Pro preferences and restart the program, the issue resolves but only for a short time i.e. I can access the Audio Channels window again but only once — it becomes greyed out again after that. Would appreciate any insight anyone may have! Thank you.

 

Sidenote: the reason I need Audio Channels is because I was recording on safety mode where R was recording at -6 decibels than L. I need to change to mono mode with R audio playing through both channels. Is there a different way I can do this bypassing the Audio Channels monitor?

Would you be able to share a screenshot or recording of this happening? What kind or type of audio file are you working with?

Under the Effects panel > Audio Effects > Special there is an effect called "Fill Left with Right" and "Fill Right with Left", might this help you do that?
