Randomly, when importing through the Project window (double clicking or right clicking on a folder and selecting "import"), the entire program will act as if the import file dialogue box has opened (to select a file) but the window does not appear, thus causing the entire program to become unusable. Since Premiere disables all clicking/function when the import window pops up, there's nothing I can seemingly do other than to end the process completely and reopen Premiere. This is obviously very infuriating. I've tried pressing every key on the keyboard to try and "cancel" the import but nothing works--premiere is just stuck in this purgatory-like state.
Specs:
Adobe Premiere 23.2.0 (Build 69)
Windows 10 Professional
64gb RAM
Intel i9 9900k
Nvidia 3060Ti

Sorry about the trouble. Could you share your system details (OS< CPU, RAM, GPU)? Also, let us know the Premiere Pro version.
Could you share a screen recording the displays the issue?

Try resetting the preferences:

If that doesn't work, try resetting the Workspaces:
Reset a workspace
Reset the current workspace to return to its original, saved layout of panels.
1. Do one of the following:
• Click the Workspace menu icon and select Reset to Saved Layout.
• Choose Window > Workspace > Reset to Saved Layout.

If that doesn't work, try creating a new project and import the old one into it.
