Cannot move playhead during playback after using zoom or scroll

This issue happens to me like 50% of the time I use Premiere. Don't know why it's inconsistent but hoping someone else has had this issue and can provide a solution.

When playing back a clip and either using the zoom (alt + scroll) or scrolling through the timeline, I won't be able to click through the timeline to a different point. You can see at the start of the video I uploaded, having the video already paused, pressing play (I'm pressing spacebar) and then clicking to another point in the timeline, this will work fine. 

But if I try this again - press play, but either zoom in/out of the timeline or scroll up/down the timeline, clicking anywhere on the timeline does nothing - it won't jump to where I want to go.

 

This is extremely annoying as it's the main thing I'm doing when watching and cutting down footage. I constantly have to press pause first and change positions on the timeline.

 

I also have no idea why it's not consistent, some days it'll just be fine. These are the things I've tried:

- Restarted Premiere: doing this doesn't seem to fix anything

- Changed mice and checked for any macro settings

- Close all other programs incl. chrome, discord, lightroom etc

- Trying this with projects on both external hard drives and internal ssd

- I think restarting the computer will help but this is a poor solution

 

Anyone else had this issue??

Are you using any external monitors for playback or using a transmit device?
