Need more info... Never easy to troubleshoot premiere problems from a distance so please tell us your system specs: OS version, Premiere version, amount of RAM, Hardware specs including graphics card and if you have any 3rd party plugins installed for Premiere... Also, sequence settings and clip properties can also help. Although you can throw almost any format into premiere, some formats can be problematic, particularly on an underpowered system.
Do you have any effects already applied to the clip? Does this happen no matter what clip is selected? Have you tried resetting preferences?
I have 16gb ram, rtx 3060, it started about 3 days ago, I easily used premiere before. Its premiere 24.0, I don't know what is 3rd party plugin but before it started I didnt download enything else than before. And I can edit in premiere but if I want to turn on effects panel I got this.
You can always revert to the previous version of Premiere so you can at least keep working. One of the great features in Premiere is that you can have multiple versions on your system (but you have to make sure that you have that option enabled when you update... In the creative cloud app, to the right of the Premiere app, there are three dots (also known as an elipsis). Click on that and you'll see the option to install other versions...
