From the behavior you report, Ann is spot-on. Premiere is doing exactly what it thinks you want it to do, as you haven't set your source and target tracking correctly.
This is a common issue for those new to the program, like many other things, because it is a pro-level, complex and comprehensive tool for all sorts of editing processes and needs. It does take at times quite a bit of learning to work with, no question.
