Check the clip obviously, ie: without the disolve. Can you shorten the dissolve, like otherones on your timeline.

If OK, you should clear the cache. Hold down shift as you start PP, it will give you the options, etc...

I can change the size of transition and cleared the cache but the black flicker didn't go away

What happens if you remove the transition? Can you arrow over to the black frame?

only the transition which is after the stabilized clip flicker or the last part of the transition goes black

In the screen capture there's an adjustment layer above the clips - has that got lumetri on? It could be something to do with that adjustment layer affecting the end of the dissolve. Or something in the nested clip perhaps.

No the adjustment layer doesn't affect the transition.

 

The last frame of the transition is black. It appears mostly in nested and stabilized clips
