Moving assets in the Program Monitor is not fluently

As you can see in the video, I cannot move the photo or video file fluently. It moves at low fps. What could be the solution?

Premiere version 24.1 processor amd ryzen 7640hs, video card rtx 4060. My laptop model is HP victus s0024nt. computer in normal mode

Please use the free MediaInfo and post a screenshot of the properties of your media in tree view:

Many users are having issues with VFR. If the file is variable frame rate, use Handbrake to convert to constant frame rate before importing into Premiere Pro:

Shutter Encoder may also be used to convert to Constant Frame Rate:

I don't understand, does what you said have anything to do with Premiere Pro? I deposited money into the premiere pro application. If I understand you correctly, you are recommending another application.

MediaInfo will tell us if you have Variable Frame Rate media.

If it is VFR, you will need to convert it to a format that can be used in Premiere Pro.
