OS Ventura - Premiere Pro 23.2 Import Error

I have a new Mac Mini with an M1 and Mac OS Ventura. Everything is fresh installed and updated, but I am unable to import any type of video files into my project. I have checked that it has full disk permissions. I can import picture no problem.

Can someone help me out, as this is the major reason I purchased this Mac Mini...

Update. I tested importing on my MacBook with no issue using same MacOS and Premiere. Still don't know what is going on with importing on my Mac Mini. Is there something with the M1 or permissions? I did a fresh install, reset preferences, set media cache..  Someone help me please!
