Premiere pro 2023 Directory object cannot construct with this path

Macbook Air. I get this error now. I've restarted and reinstalled it - the same exact error. I had to spend 9 hours doing a complete restore from Time Machine to fix it and now it has happened a couple of days later.

What is causing this and how do I fix it without a complete Migration back to an earlier backup?
