Premiere Pro stuck on launch at startup screen (2019 MacBook Pro)

I have tried to download and re-download the adobe installers / creative cloud and all the versions of premier pro from the past.

I updated My macs OS to Ventura... I have probably logged over 4 hours now trying to get this to work and can't seem to figure out why my Premier Pro will not not crash on the splash screen.

Any advice would help tremendously and be greatly appreciated. (Specs on Mac listed below)

You may want to open a chat session on Adobe.com. Another option (though more advanced) is to use the Adobe Cleaner tool but this would require re-installation of Adobe apps.
