right click/drop down menus not working

I need help, because when I right click or try to use one of the drop down menus premiere won't open them. It just opens this menu with 2 arrows. Also all the buttons like the file and window buttons at the top don't work either. Specifcally they don't show up at all unlike the other ones. Please help. I wanna use this stupid program.

That's enough problems to think you might need to reinstall. Those kind of things just usually work. 

BTW: The top 'buttons' are menus, the main menu. Are you on a  Mac or PC? Anything else to share?

The issue with screenshots is I can't now cuz it won't even work anymore. The arrows don't even appear. I just can't right click. Also I'm on windows 11.
