When I set up an audio gain limiter, it works fine when playing the clip.

However, when I hover over the clip with the playhead, the sound IS NOT LIMITED AND IS EXTREMELY LOUD.

This makes editing a limited audio clip extremely uncomfortable.

Please, fix this!

I think you are talking about clip effects.

When scrubbing, clip based audio effects are bypassed.  This is as designed.  It is this way purely for performance reasons.  Literally this is to keep the app responsive when scrubbing.

Track based audio effects do not have this limitation, so if you have some bits of very loud audio, you can place them on a single track and use the Hard Limiter effect on that track.

Alternatively, you can place an instance of the Hard Limiter on the Mix track output, and that will limit all the audio from that sequence, achieving a similar result.
