Team project is stuck in a loop for unpublished, unmerged changes just after project load

For one of the sequences in our team project, I'm getting a message that another person is editing the sequence and that I have unpublished changes that will be copied to a new sequence.  When I click "OK", the dialog disappears and an "Update Project Items" dialog comes up shortly after.  After a few moments, the dialogs reappear and repeat, even without intervention.  In this particular case, I haven't even personally opened the sequence being called out as conflicting since I first published the team project.

 

I'm attaching a screen recording that starts with a fresh state after deleting the local project cache. There is a black box obscuring a name that exists throughout the recording.  I scroll the project files with the mouse wheel once, I move the mouse around, and I click the "OK" button on the dialog for all the actions I'm doing in the recording.

 

Repro steps

1. Publish a large, existing project with many sequences as a team project.  This project started as a CS 5.5 project and has been upgraded through multiple releases to an Adobe Premiere 2025 project before publishing as a team project.

2. Share the project with a partner.

3. Publish the first round of updates due to Premiere processing metadata in the background.

4. Close your local instance.

5. Have the partner open the project and publish the second round of updates due to Premiere processing metadata in the background on their computer.

6. Reopen the project locally and wait for the the "Save A Copy" dialog for the conflicting sequence.

 

Expected: Clicking "OK" will save a copy and be done with it until the next manually initiated update using the "Update" button.

Actual: Clicking "OK" saves a copy, but the modal dialog automatically reappears after a few moments, causing an infinite number of duplicate sequences to be created and blocking any meaningful work due to the two dialogs being modal.

Windows full build version: 26100.1.amd64fre.ge_release.240331-1435

GoPro Quik 2.3.0.5383 with the Cineform HD VFW Codec 9.2.1.690 installed (used by most video media in the project)

and welcome to the Premiere Pro Forum community.  Thank you for taking your time to report a problem. This is only happening with just the one sequence in the Team Project? Or does the same behavior exhibit it self on all of your sequences? If you manually copy that sequence before opening it to another folder in the projects panel does it still act the same?
