timeline ruler stocks when effect control panel is open !

I see the same in the beta.

When nothing is selected in the timeline, the playhead runs smooth.

As soon as I select an item, the playhead jumps along the timeline.

Ha!! I was having the same issue. seems like a very annoying glitch in 23.5. i saw this and closed my effects panel and it worked! Adobe, please fix immediately!

We've been having this exact issue for a couple of months now. For certain projects that need a lot of effects, I'm stuck with cc 2022, Version 22.6.4 (Build 2).
If anyone else is having this issue the only solution I found so far is to downgrade the project via one of the online services that does that for free, open it up in 22.6.4. Then you can record your screen and show Adobe how laggy and buggy versions 2023 and 2024 really are. In cc2022, with a stable update, everything works perfectly smooth even on an old PC.
I tried everything and almost rebuilt the system from the grounds up to get rid of this lag, because a couple of seconds of lag quickly adds up to hours lost forever.
