Prior to the Pr2022 series, Premiere always auto-conformed media to Rec.709. It no longer does, you as the user must do so if you wish to use HLG files (as this probably is) within a Rec.709/SDR sequence in Pr2022 forward.

Select one or more clips in the bin, right-click/Modify/Interpret Footage.

At the bottom are the new color management controls for media. Select the Override option set to Rec.709.
