Lately working on a project in Premiere 23.6 and the application has at least a second delay on any adjustment I make and even while navigating the panels. Playback is strangely very smooth, it just seems to be the app itself. I'm working with RED Cinema footage but with ProRes proxies attached/enabled. I'm working from a Mac Studio running Monterey 12.5.1. Apple M1 Max, memory 32gb. My scratch disks are set to my internal hard drive.

i noticed that the lag increase when you have many panels on the same workspace, try to reduce the panel and split them in more workspaces and acces them via shortcut and that should help.

I've heard this and tried but it isn't helping. Weirdly if I'm zoomed way into the timeline the lag subsides a lot except for scrolling to another spot on the timeline which slows it down again. Obviously can't really work zoomed in so much so not signaling a solve yet.
