Yes.  But you will have to decide, possibly on a shot by shot basis, whether to settle for occasional duplicate frames, frame blending, or speeding your footage up for a 1:1 relationship.

If this is truly for broadcast, your broadcaster may have their own rules about how they want it handled and should be consulted.
