60fps clips are choppy when at 50% speed

Im using the latest version of Premiere pro. I make reels for work, and consistently slow down all my 60fps clips to 50% speed for slow motion. It is usually smooth, but randomly they started to be choppy when slowed down. I tried contacting adobe support and had them remote in and all my settings are fine. I linked a screen recording showing the issue, but am not sure what else I can try.

LATEST

Trash preferences,

delete media cache,

reset workspace,

if that does not help re-install.

If using a nvidia card install the one before the latest studio driver.
