Adding a contour to a video in cc22

Hey, 

in the past there was the option Color Bucket to add a contour in pp, in CC22 this option was removed. 

Is there an other option to add a contour in PP or AE

an solution would be amazing

If you are on Windows Paint Bucket is in the Obsolete folder (use the search).
