Adding multiple blurs to the same video offsets the output vertically?

I have multiple blurs on this video. If I turn one of them off, the output is no longer offsetted vertically. In the above image, the red line represents where the centre of the blurred section should be and the pink line represents where the centre of the blurred section is offsetted to.

 

I'm trying to learn these programs but I keep discovering really weird bugs that don't make sense.

I appreciate any help.

It's likely that only an Adobe engineer can explain that properly.

Let's just accept that the order of effects does make a difference.
