Adobe Premeire can't drag effect

I have seen similar posts to this, but none of the advice in the comments is working for me. When I try to drag and drop an effect into my timeline, it doesn't even allow me to move it over. The second I click the effect, I get a closed hand with an X. I'm getting frustrated and not sure how to fix it. I have tried to reset my software and a few other things, but nothing is fixing my problem.
