is the project file functioning properly?  If you double-click on it, does it open premiere?  Guessing your on  a mac?  I found this on the web

the file works properly and opens premire. Ive done that method from the link you sent but im just wondering if theres a way to have every premire file automatically have the premire logo (rather than manually copying and pasting for every file. ) whenever i have final cut projects it will always display a certain logo rather than blank white icon (included in screenshot below)

This is a mac issue, not a premiere issue.  Not telling you to disappear, just wanted you to understand that probably not the best people to ask...    although seasoned video editors have to have some expertise in maintaining, troubleshooting and fixing computer issues.

and a quick google turned these up

https://superuser.com/questions/1401355/how-to-reset-the-icon-associated-to-a-given-file-type

https://apple.stackexchange.com/questions/377494/how-to-fix-generic-file-icons-in-macos-catalina

Good Luck and post back if any of these things work...
