Adobe Premiere and After Effects freezes/crashes everytime I try to open preferences.

I need to change my preferences inside After Effects and Premiere Pro, but for some reason the screen freezes indefinitely and I have to force quit it. My PC is a Windows 10 machine. I have tried this on:
Adobe Premiere V 2024, 2023, 2022, 2021

Adobe After Effects V 2024, 2023, 2022

The same behavior is present in all of those versions. Media Encoder does not have this glitch though. I have no idea how to fix this glitch, I have searched through multiple forums/discussions and so far none of them have helped me fixed it. The following is what I have tried so far:

 

Uninstall/reinstall application
Try other versions

Deleted cache and old preference files

Reset preferences/settings to default

Updated Graphics Card

Updated MSI Motherboard
Changed Audio hardware

I genuinely have no idea why this bug is present. Unfortunately I have yet to find a solution to this problem.

Just a couple of long shots.:  Try creating a new windows user with administrator privileges and log in as the new user.   Might shake things up.  Also, wondering if you have all read write privileges for the folders where preferences are stored.  I'm not a windows expert so not sure how to wrangle this but might be worth a shot.

Thanks for the suggestion, but I actually found someone else on another discussion board suggesting it was the read/write priviledges of the folder. I went in and changed those priviledges to no avail. It still keeps happening. 

As for the alternate user, I can try that but I doubt it is going to work. I really do not think it is a user issue
