Adobe Premiere and Character Animator not working. Tried all common solutions and still stuck.

Adobe Premiere (latest version) hangs on statup and won't load. The program opens and then freezes on "not responding" forever. I have tried running from a different admin partition, tried reinstalling it, tried installing several older versions, tried deleting preference folders, tried using Adobe Cleaner and removing Creative Cloud and all programs entirely then reinstalled, scanned for viruses and found none, checked my C drive health and found no issues, have full administrator rights, and have tried updating my graphics drivers.

 

Adobe Character Animator also is malfunctioning. The basic version will open, but refuses to open any projects or puppets. Character Animator Beta does work, but with errors, unable to do complicated Alpha exports through Media Encoder and also plays back choppily in recording. All other programs in the Adobe Suite such as Photoshop and Audition appear to be running normally (though I haven't tried After Effects yet).

 

The particular computer I'm having issues with is Windows 10, 32gb DDR4 memory, GTX 1070 GPU, Ryzen 3300x, SSD harddrive. This computer is barely used except for work and has succesfully run these programs in the past. I am not running any additional plugins on any Suite programs.
